A council in Surrey has paid out more than 1,000 refunds to motorists impacted by incorrectly issued parking fines over the last three months.

Elmbridge Borough Council opened a refund scheme earlier this year due to parking fines that had been falsely issued between January 2020 and April 2026.


Many drivers in the area were slapped with penalty charge notices in error due to a “procedural issue affecting parking arrangements”.

The council apologised for the error and launched the refund scheme to reimburse anyone impacted by an incorrectly issued parking tickets.

Between June 3, 2026, and September 8, 2026, Elmbridge Borough Council has received 1,220 applications and paid 1,167 of these.

In total, 35 applications were deemed to be ineligible, while 53 remained outstanding as the council assessed the claims.

The council encouraged anyone who used a council car park between January 2020 and April 2026 to apply if they think they were falsely fined.

Dawn Crewe, strategic director at Elmbridge Borough Council, said: “We are very sorry that a procedural error led to some parking fines being issued incorrectly.

“Once we identified the issue, we worked quickly to put things right and introduce a refund scheme.

“We have designed the process to be as straightforward as possible so that anyone affected can reclaim their money, and we aim to issue refunds within two weeks of a valid claim submission.”

Drivers can apply for a refund through the council’s website or by phoning Elmbridge Borough Council if they cannot get online.

They should enter their contact details, vehicle registration number, and share proof that they paid the fine. They can then submit the application and receive a refund in two weeks if approved.

  • Hollyhedge Road, Cobham
  • Drewitt’s Court, Walton-on-Thames
  • Manor Road, Walton-on-Thames
  • Churchfield Road, Weybridge
  • Monument Hill, Weybridge
  • Baker Street, Weybridge

Refunds could be awarded for the Civic Centre car park in Esher | GOOGLE MAPS

Parking fines issued on any Sunday in the following car parks since April 24, 2022, may be eligible for a refund:
