A local council has overseen a six-figure sum on library refurbishment and soaring staffing costs despite slashing opening hours by more than a third. A fire has broken out in west London at a recycling centre with 15 tonnes of waste currently ablaze. Emergency crews have been called to the incident on Johnson Street, Southall.Crews from Southall, Hayes, Feltham and surrounding fire stations were called to the scene.
