Mark Fisher has been head of the Greater Manchester Integrated Care Board since it was created in 2022

The top boss at one of the largest NHS integrated care boards (ICB) in England has been suspended while a whistleblowing investigation takes place.

Mark Fisher has been told to temporarily step down as chief executive of the Greater Manchester ICB during the internal investigation.

An ICB spokeswoman said Mr Fisher had been suspended “on a precautionary basis whilst an internal process takes place in accordance with our whistleblowing, HR and governance frameworks”.

She added: “Given no findings have been made at this stage, it is essential that no assumptions are drawn.”

‘Continuity and stability’

The ICB is in charge of commissioning and funding healthcare services across Greater Manchester.

A spokesman said deputy chief executive Colin Scales would step in to cover Mr Fisher’s role to “ensure continuity and stability”.

“Due to confidentiality and fairness to all parties we are unable to comment further at this time.”

Mr Fisher has led the ICB since its inception in 2022.

Earlier this year, he announced his intention to retire in 2026.

He has previously held roles as director general of the Cabinet Office and as secretary to the Grenfell Tower Public Inquiry in a public service career spanning 42 years.
