After seeing off the pint, Mr Healey triumphantly turned the empty glass upside down and held it above his head.

Andy Burnham also joked about downing a pint in an appearance alongside Mr Healey ahead of the Budget.

However, the Prime Minister opted against downing the pint while being surrounded by the press in July.

During a visit to the Hare pub in Harlow, Mr Burnham said: “I won’t do that with all of this lot here.”

Mr Kirk’s request intends to force Westminster City Council to establish whether staff or management arranged, encouraged or participated in any activity falling within those rules.

Mr Healey’s Budget will increase business rates relief for pubs in England from 15 per cent to 35 per cent from April 2027, with the Government estimating the changes will save the average pub more than £3,000 next year.

Small breweries and cider makers will also receive an extra £10million in support.
