A Norfolk man with one leg has been denied a blue badge by his local council after being asked to provide “more proof” of his disability.

Nigel Ward, 71, was first given his badge three years ago after losing his leg as a result of a medical incident on a cruise.

However, Norfolk County Council has refused to renew Mr Ward’s blue badge twice, on the basis that photos and a letter from his GP was not sufficient evidence.

Speaking to a council worker, the 71-year-old was told that some amputees have “one of those spring prosthetics that allows you to run Olympic marathons”.

Mr Ward was amputated above the knee and uses a wheelchair, but also owns a standard prosthetic leg.

However, he has now been considered “independent”, a decision which has left Mr Ward “disheartened” and concerned about the impact on his mobility.

He added that the need for his blue badge to assist in his day-to-day life is “critical”.

The council has insisted that it is following correct procedures.

It argues that there is “no renewal process” and applicants have to provide evidence with each application to prove ongoing eligibility.

The process of obtaining a blue badge still applies to those who have a permanent disability.

The Department for Transport’s (DfT) blue badge scheme allows disabled people in Britain living with significant mobility difficulties to park closer to their destination, either as a passenger or driver.

The badge costs up to £10 for applicants in England and £20 in Scotland, but is free in Wales. Permits usually last up to three years.

A spokesman for the DfT said: “The blue badge scheme is a vital lifeline for many disabled people, and we are committed to ensuring it reaches those who genuinely need it.

“Decisions on individual cases are a matter for local authorities and we expect councils to assess applications fairly.”

A spokesman for Norfolk County Council assured that they are working “with the guidance from the Department of Transport” to “assess applications with evidence and assessments”.

They said: “We know how important blue badges are for helping people to remain independent.

“We have to work within the guidance set for us by the Department for Transport, which includes detailed guidance how eligibility should be assessed through evidence and assessments.

“As detailed on our website applicants must adequately evidence the difficulties they experience whilst walking, this applies to those reapplying for an expiring blue badge as well as first time applications.

“There is no renewal process, and applicants are required to evidence their ongoing eligibility with each application. Evidence could include letters, reports or details of treatment from a medical professional.

“Anyone requiring help with a blue badge application or who is unable to use the online application process can call the council’s Customer Service Centre on 0344 800 8020, and we would be happy to provide support and advice.”
