About 230 jobs are at risk at a cash-strapped Cheshire council, with up to 100 roles set to be lost in adult social care.
Warrington Council said it needed to make an extra £50m of savings – on top of £40m worth of cuts already approved.
The council has faced financial issues in recent years, including building up £1.8bn of debt which led to the government appointing ministerial envoys to oversee the way the authority is run.
It was also given permission to increase council tax by 7.48% and to borrow funds to cover some of its day-to-day spending.
Council papers revealed more details of where it plans to make cuts – which total around £51.2m in this second round of savings proposals.
The council plans to make major changes to its adult social care services, including reviewing high-cost care packages and reducing the number of new admissions to residential and nursing care.
It is also looking to review the number of management staff and said adopting new technology would mean “a requirement for fewer staff across services”.
Other areas where job cuts are planned include:

Cutting around 30 positions in the revenue and benefits service, which administers benefits payments and collects council tax

Cutting 22 roles in the environmental services team, which the council said would have a considerable impact on the “look of the borough”.
Warrington Council is also looking to reduce the cost of running libraries and community centres by “exploring alternative operating models”, which could reduce the number of community buildings directly managed by the authority.
It said job losses in this area would be subject to the review.
In total, the cuts proposed in this round of savings could see between 204 and 236 jobs lost.
There could also be a third round of cuts next March, according to papers to the council’s scrutiny committee.
The plans will go before the scrutiny committee on Monday 7 September before going to cabinet and then full council on 21 September.
