Andy Burnham has snubbed Al Carns as he appoints 33 MPs and Lords to ministerial positions.
Mr Carns, a seasoned veteran who resigned as Armed Forces Minister under Sir Keir Starmer, had previously been floated as a potential leadership challenger to the former Greater Mayor of Manchester.
The Prime Minister held his first Cabinet meeting earlier today and will now work to “bring back hope” to politics.

Dan Jarvis – Security Minister
Dan Jarvis has been appointed as Security Minister after his brief stint as Defence Secretary under Sir Keir.
A former member of the Parachute Regiment, Mr Jarvis replaced John Healey after he resigned in a row over funding for the Defence Investment Plan (Dip).
In his small time in Cabinet, he was credited with “shifting focus” of the spending in the Dip and securing a further £1billion for the plan.

GETTYKirsty McNeill – Foreign Office Minister
Elected in the 2024 intake of Labour MPs, Kirsty McNeill has been appointed Foreign Office Minister.
Previously an adviser to Gordon Brown when he was Prime Minister, the MP for Midlothian served as Parliamentary Under-Secretary in the Scotland Office during Sir Keir’s time in charge.
She also served as a president of the Oxford University Student Union.

James Murray – Financial Secretary to the Treasury
James Murray has been appointed Financial Secretary to the Treasury after briefly serving as Health Secretary after the resignation of Wes Streeting.
Mr Murray set out plans to tackle NHS wait times and corridor care during his time at the helm of the health brief.
He has worked in junior ministerial roles under Rachel Reeves – both the Exchequer Secretary to the Treasury and the Chief Secretary to the Treasury.

Lucy Rigby has been appointed as Economic Secretary to the Treasury, a role she previously held from September to May of this year.
After Wes Streeting’s resignation she was named Chief Secretary to the Treasury to replace James Murray.
The MP for Northampton North now returns to the role and will now face the daunting role of funding Andy Burnham’s policies.

Anna Turley – Home Office Minister
Anna Turley, the Labour Party chairwoman, will also join Shabana Mahmood in the Home Office.
An ally of Andy Burnham – having supported him for leader in 2015 – she also served as a Minister without Portfolio under Sir Keir to attend Cabinet.
Mrs Turley returned to Parliament in 2024 after losing her seat in 2019.

Catherine McKinnell – Justice Minister
Catherine McKinnell has been appointed a Justice Minister having served as School Standards Minister under Sir Keir before Angela Rayner left Cabinet, causing a reshuffle.
Katie White – Energy Minister
Katie White has received a promotion in the Energy Department after serving as a Parliamentary Under-Secretary in the same Cabinet office.
Andrew Western – Work and Pensions Minister
Andrew Western has also received a promotion in the Department for Work and Pensions (DWP) after serving as Parliamentary Under-Secretary in the same Cabinet office.
Dame Diana Johnson – Health Minister
Dame Diana, who has been an MP since 2005, has been appointed to the Health Department after serving as a DWP Minister and Policing Minister.
Florence Eshalomi – Housing Minister
Florence Eshalomi, a former member of the London Assembly, has received her first Government position as a Housing Minister.
Kate Dearden – Business Minister
Kate Dearden has received a promotion within the newly-named Department for Business, Innovation, Science and Trade after serving as a Parliamentary Under-Secretary for Employment Rights and Consumer Protection.
Chris McDonald – Business Minister
An experienced businessman, Chris McDonald has also been named as a Minister within the Department for Business, Innovation, Science and Trade, having previously served as an Under-Secretary.
Ian Murray – Culture Minister
Ian Murray has been named as a Minister in the Department for Digital, Culture, Media and Sport after he jointly filled ministerial positions in the Department for Culture, Media and Sport and now-folded Department for Science, Innovation and Technology.
Emma Hardy – Defra Minister
Emma Hardy has received a promotion within the Department for Environment, Food and Rural Affairs (Defra) after serving as the Parliamentary Under-Secretary for Water and Flooding.
Emma Foody – Government Whip
Emma Foody, the wife of Alex Norris – who has been named Justice Secretary – has been named as a Government Whip in her first Government position.
Andy Slaughter – Solicitor General
Andy Slaughter has been named as Solicitor General after serving as Shadow Solicitor General from November 2021 to November 2023 in opposition.
Mr Burnham has now also re-appointed 18 ministers to their positions.
Stephen Doughty – Foreign Office Minister
Stephen Doughty will retain his ministerial position in the Foreign Office under new boss Ed Miliband.
Mr Doughty continues the challenge of having to defend Labour’s stance on topics like the Iran war and Chagos Islands in the Commons.
Luke Pollard – Defence Minister
Luke Pollard has been re-appointed Defence Minister to continue in his role preparing the Dip.
He will look to fill the £4.7billion gap in the plan at the Autumn Budget, a funding black hole he has described as “not unusual”.
Sarah Jones – Policing Minister
Sarah Jones has been reappointed as Policing Minister to continue her work with Policing and Crime.
She has worked to tackle knife and gang-related violence and cracking down on antisemitic attacks.
Sir Stephen Timms – Social Security and Disability Minister
Labour veteran Sir Stephen Timms, who has served as MP since 1994, will retain his role as Social Security and Disability Minister.
Sarah Sackman – Courts and Legal Services Minister
Sarah Sackman, the MP for Golders Green, will keep her role as Courts and Legal Services Minister.
Lord Coaker – Defence Minister
Lord Coaker keeps his role as Defence Minister.
Michael Shanks – Energy Minister
Michael Shanks has been reappointed as Energy Minister.
Georgia Gould – School Standards Minister
Georgia Gould, a close ally of Sir Keir Starmer, has has been reappointed as School Standards Minister.
Baroness Smith of Malvern – Skills Minister
Baroness Smith of Malvern will keep her role as Skills Minister, a role overseeing higher education, universities and apprenticeships which spans the DWP and Department for Education.
Baroness Sherlock – Work and Pensions Minister
Baroness Sherlock, an ordained priest in the Church of England, will keep her role as Work and Pensions Minister.
Karin Smyth – Secondary Care Minister
Karin Smyth will keep her role as Secondary Care Minister.
Lord Hendy – Rail Minister
Lord Hendy will keep his role as Rail Minister as Mr Burnham continues with the Government’s state takeover of Britain’s railways.
Lord Kennedy – Lords Chief Whip
Lord Kennedy will retain his role as Lords Chief Whip.
Sir Mark Tami – Deputy Chief Whip
Sir Mark Tami has been reappointed to his role as Deputy Chief Whip.
Gen Kitchen – Government Whip
Gen Kitchen has been renamed to her role as Government Whip.
Baroness Smith of Cluny – Advocate General for Scotland
Baroness Smith will remain as as Advocate General for Scotland.
Eight ministers will be leaving Government having not retained their portfolios.
Lord Vallance – former Science, Innovation, Research and Nuclear Minister
Lord Vallance has not been re-appointed as Science, Innovation, Research and Nuclear Minister
A former executive at British pharmaceutical giant GSK, his departure from Government has been met with disappointment and concern from executives within the nation’s life science industry.
Lord Timpson – former Prisons Minister
Lord Timpson, the CEO of Timpsons who advocated for the employment of former prisoners, has also not been re-appointed as Prisons Minister.
Both Lord Timpson and Lord Vallance were Government outsiders with experience in industry given peerages from Sir Keir – despite his pledges to reduce the size of the House of Lords.

Rachel Blake leaves her role as Economic Secretary to the Treasury, being replaced by Lucy Rigby.
Sir Nicholas Dakin
Sir Nicholas Dakin has not been re-appointed as a Government Whip.
Baroness Chapman
A close ally of Sir Keir, Baroness Chapman has not kept her role as International Development Minister.
Lord Livermore
Lord Livermore has not kept his role as Financial Secretary to the Treasury, having been replaced by James Murray.
Lord Stockwood
Lord Stockwood has not retained his role as Investment Minister after being given a peerage to
Lord Whitehead
Lord Whitehead loses his role as Energy Minister after previously serving as Shadow Energy Minister from 2020 to 2022.
