Drivers could soon be hit with new parking restrictions on a number of roads in Grimsby and Cleethorpes as part of new plans to help with waste collection.

North East Lincolnshire Council has unveiled proposals to introduce double yellow lines at more than a dozen locations where parked cars are regularly causing problems for bin lorries and other large vehicles.


The move comes ahead of a major change that will see councils across England legally required to collect food waste from households every week, with the council planning to roll out the new service in spring 2027.

But council officers warned that parked vehicles have been making it difficult for waste collection crews to access some streets and junctions.

Speaking at a council meeting, Anthony Snell, the authority’s traffic and transport manager, said: “There are often vehicles parked or simply obstructing.”

He added: “It occasionally leads to bins being left or rounds being disrupted.”

According to a council report, the restrictions are being proposed to support the successful introduction of food waste collections across the borough and to improve road safety.

Officials warned many of the locations identified by the waste services team are junctions where cars are regularly parked, creating visibility problems and blocking access for larger vehicles.

The report found that if action is not taken, “access required for waste operations may be prevented due to parked cars”, potentially leading to missed collections.

Council officers also argue that the changes could improve safety for motorists, pedestrians and cyclists by keeping junctions clear.

The report states the restrictions would “improve access for council refuse and larger delivery vehicles” while also ensuring “clear visibility for drivers, pedestrians and cyclists”.

Among the locations that could see new or extended double yellow lines are junctions on Daubney Street, Farebrother Street, Millfield Avenue, Toothill Road and Homefield Avenue, as well as sections of Suggitts Lane, Patrick Street and Dixon Avenue.

The proposed restrictions would operate as a 24-hour prohibition of waiting, meaning drivers would not be allowed to park at any time.

Council officers pointed out that the Highway Code advises motorists not to park within 10 metres of a junction because of the safety risks and visibility issues it can create.

The authority insisted there should be a limited impact on parking overall, arguing that many of the vehicles currently using the affected areas are parked in locations that are not considered safe.

The report detailed how there is “unrestricted carriageway parking nearby” in most cases, which could accommodate vehicles elsewhere.

Councillor Paul Batson, the council’s portfolio holder for housing, infrastructure and transport, has approved plans to move forward with the next stage of the process.

However, the restrictions are not yet finalised. The proposals must first go through a formal public consultation, allowing residents and businesses to have their say and raise objections.

Public notices will be published, and any unresolved objections could be referred back to councillors before a final decision is made.

The same meeting also confirmed a new 30mph speed limit on part of Stallingborough Road in Immingham.

Councillors also discussed planned parking and loading restrictions in parts of Grimsby town centre and Osborne Street in Cleethorpes as part of wider regeneration work linked to the Market Place transformation project.
