One of PC Andrew Harper’s killers has been reported to be a sex offender – but was still earmarked for Labour’s early release scheme.
Albert Bowers, 24, was one of three people in a car which which dragged the police officer to his death as the group was fleeing the scene on a quad bike theft in Berkshire.
Bowers, alongside Jessie Cole, 29, were set to be released from prison having served just half of their 13-year prison sentences for manslaughter.
However, they were excluded from the scheme after Andy Burnham confirmed that anyone convicted of unlawful killing would be exempt.
The third convicted individual, the driver, Henry Long, has not been eligible for early release.
But The Sun has now reported that Bowers allegedly committed a sexual offence prior to the officer’s killing in 2019.
The 24-year-old remains holed up in HMP Frankland among some of Britain’s most prolific killers and terrorists.
On his prison records, it is claimed he is listed as a “sex offender”, alongside being a “racist” and “violent”.

PAOne source told the newspaper: “This is outrageous and shows he is a danger to society and to women in particular.
“It likely means he offended on the outside before he was jailed.
“That would mean he would have been under 18 and not named in public records because children have the right to anonymity in relation to crimes.
“But the authorities know about it and that’s why it’s marked on files. It is a disgrace he was ever slated for release.”

GOOGLEThe 24-year-old is on an enhanced regime inside prison – where he is handed £33 in pocket money paid for by the taxpayers, which can be spent at HMP Frankland’s canteen.
The killer is also allowed to spend more time outside of his cell and has extra access to the gym.
Another source claimed Bowers is “quite feared” inside the notorious prison due to his age and boxing ability.
They told The Sun: “He is also living quite a comfortable life by prison standards because he has behaved, so he gets all the privileges including 24-hour TV.”
Speaking to GB News following the news that Bowers and Cole will remain behind bars, PC Harper’s mother, Debbie Adlam, said “there’s nothing to celebrate”.

“We haven’t gained anything.”
On Tuesday, Justice Secretary Alex Norris said: “We moved quickly to exclude rape and many serious child sex and grooming offences from our sentencing changes, and we have gone further still by excluding all unlawful killing offences – including death by dangerous or drink-driving, causing or allowing the death of a child, and manslaughter.
“This means hundreds more dangerous criminals staying behind bars for longer, including those who killed PC Andrew Harper in the line of duty.
“It is the right thing to do, and I pay tribute to his wife Lissie and his mother Debbie, who campaigned for this.
“We would like to have gone further, but we were unable to do so due to the lack of investment by the previous Government over 14 years.”
